Media Bureau Gives Warning Over Biennial Ownership Reports

Ahead of the Thanksgiving holiday weekend, the Federal Communications Commission’s Media Bureau has issued a reminder to all licensees of all AM/FM radio stations to submit all required 2023 broadcast biennial ownership reports. This filing, which must be completed using FCC Form 323 or 323-E, is due by December 1.

Licensees are required to submit these reports through the Commission’s Licensing and Management System, with paper copies no longer being accepted. The reports should include all necessary information and adhere to the current requirements of the relevant broadcast ownership report form. Importantly, the information provided must be current as of October 1, 2023.

The FCC has underscored the importance of compliance with this reporting obligation, stating how biennial ownership reports are essential for the Commission and the public to understand who owns, operates, and controls broadcast stations. The notice says, “In addition, this information is crucial to understanding the broadcast industry as a whole, including an understanding of the diversity and multiplicity of owners.”
