FCC Finalizing Big Change To Radio Records and Filings

The Federal Communications Commission Media Bureau has announced a significant shift in its handling of electronic records and filings, moving from the Consolidated Database System (CDBS) to the Licensing and Management System (LMS). Effective July 26, all filings that were previously submitted using CDBS or in paper form will now be required to be sent through LMS.

Among the types of filings affected by this transition include applications for construction permits for AM and FM Broadcast Stations, direct measurements of AM Broadcast Stations, Engineering Special Temporary Authorization (STA), as well as notifications regarding Equipment Test Authority and Program Test Authority, among others.

In a bid to simplify and modernize its operations, the Media Bureau has discontinued the use of schedule numbers for filing identification in the LMS system. Instead, filings are identified by their purpose, for instance, “Minor Modification of Construction Permit.”

In January 2022, the Media Bureau announced that CDBS would no longer accept new filings, and established a temporary system for email submission for certain filings. However, as of July 26, 2023, these filings must be submitted using the LMS, leading to the termination of the [email protected] email account. Filings submitted via email or outside LMS will be dismissed as procedurally defective.
