Massachusetts Pirate Must Pay $15K Fine

It’s a $15,000 fine for Vasco Oburoni for operating a pirate radio station at 102.3-FM in Worcester, Massachusetts. That is the full amount the FCC’s enforcement bureau is allowed to give and includes a base fine plus an upward adjustment. The Commission says Oburoni decided to continue running his illegal operation after being warned, and that’s the reason for the max amount.

On November 10, 2016, the Enforcement Bureau issued an NAL, proposing the $15,000 fine against Oburoni for his pirate station in Worcester. Oburoni requested time to prepare for an appeal but gave no other reason why the Commission should reduce his fine. “His response did not include any substantive argument, either to attempt to rebut the facts presented in the NAL or to establish grounds under which we could consider a reduction of the monetary forfeiture.”

In addition, in December 2016 the Enforcement Bureau discovered Oburoni was still operating the station illegally.
